Eligibility check
How Tendergate checks whether your company meets a high-relevance tender's qualification requirements.
Every high-relevance tender gets two separate scores:

A tender can be highly relevant and still ask for more turnover, references or certificates than you can show. The eligibility check helps you find that out before you spend time on a bid.
What the check compares
The tender's qualification requirements. When Tendergate has read the tender documents, it uses the requirements in them and says "Based on tender document requirements". For high-relevance Latvian tenders published on EIS, it fetches the documents by itself. Otherwise it works from the notice text and says Based on the notice only. A notice usually says less than the full documents, so treat those results with more care.
Your company profile. In the tender settings, under Company profile:
- Registration number
- Annual turnover (EUR) and Turnover year
- Employees
- Certifications - one per line
- Qualification notes - anything else a buyer might ask about, such as register entries or licences
For a Latvian company, Fill from the Enterprise Register takes the turnover, turnover year and number of employees from your latest annual report. Review the values, then save them. Nothing is stored until you do.
Your Library documents. Certificates, reference letters, CVs, financial statements and similar documents in your Library count as evidence once the AI has classified them. A document whose Valid until date has passed does not count. A requirement that could only be backed by an expired document is marked Not verifiable.
Eligibility criteria
Requirements are grouped into criteria, each with a weight. The defaults are:
- Financial capacity - turnover, financial ratios, equity, guarantees or insurance
- Experience and references - similar completed contracts and client references
- Certificates - quality, environmental, information security or product certificates
- Staff - headcount and specialists with specific education, experience or certificates
- Licences - professional register entries, licences and permits
Each default weighs 20. Owners and admins can change the weights, edit the descriptions under What to check, remove criteria or add their own, up to 10 in total. A weight applies only when the tender has requirements for that criterion.
Reading the result
Each requirement gets one of three statuses:
- Met - your company profile or a Library document shows that you meet it. The panel links to that evidence.
- Not met - the evidence shows you fall short, for example your turnover is below the minimum. Shown in red.
- Not verifiable - Tendergate found nothing that confirms it either way.
Not verifiable never counts as met. The eligibility score is the weighted share of requirements you can show you meet. A missing fact earns no points, so a low score can mean missing company data, not a real gap. When no requirement could be verified at all, there is no score: the list and the panel show a dash and Not verifiable, not 0.
The panel on the tender page starts with a headline:
- Meets all
- Has gaps - at least one requirement is not met
- Not verifiable - nothing is not met, but some requirements could not be checked
- No qualification requirements found
Next to it you see how much was checked, for example "4 of 6 verified", and where the requirements came from. Requirements are grouped under Not met, Not verifiable and Met, each with the reason and its source.
On the matched list, the Eligibility column shows the score and the gaps, such as "2 not met" or "3 not verifiable", or "All met". You can sort by it; tenders without a score come last.
Which tenders are checked, and when
- Only tenders in High relevance are checked. Tenders below the high relevance threshold, excluded or dismissed tenders are not.
- The nightly run checks up to 25 tenders per organization, nearest deadline first. The rest show "Not assessed yet" and wait for a later night.
- A tender is checked again when its requirements or your evidence change.
- Check eligibility on the tender page checks one tender right away. Any member can use it. The result appears in a minute or two.
- If a check fails, Try again runs it again.
Changes to the company profile or the criteria take effect at the next recalculation or the next night. See Recalculating.
If your organization has no company profile data and no Library documents that can prove a qualification, the check is skipped: it could only return "Not verifiable". The Eligibility column shows a dash, and the tender page asks you to Fill in the company profile.
The eligibility check is a first screening from the facts you gave it. Always confirm the qualification requirements in the tender documents before you bid.
