Publishing tenders
Publish price quotes and tenders on Tendergate, receive bids, open them, compare prices and award.
You can run a whole purchase on Tendergate: publish a price quote or a tender, invite companies, answer their questions, receive bids, open them after the deadline, compare prices and record the award. Everything happens in your procurement workspace, under Publication in the sidebar.
Publishing and bidding are free. AI actions, such as analyzing the bids you received, use credits as usual.

Activate publishing
An owner or admin activates publishing once for the organization:
- Open Account settings → Publishing.
- If your organization is not linked to its company yet, click Link company. Pick the company in the Enterprise Register, or enter its name and registration number if it is not listed. Bidders see the buyer's legal name.
- Click Activate publishing.
Other members see "Ask an owner or admin to activate publishing."
Tendergate checks your organization's first tender before it goes live, usually within one working day. You can prepare it and send it for review straight away. Once your organization is approved, your tenders go live as soon as you publish them.
Who can do what
| Action | Who |
|---|---|
| Create and edit drafts, invite companies, answer questions | Any member |
| Publish, cancel, publish amendments, approve the award | Owners, admins and the procurement owner |
| Open the bids | The openers named on the tender |
| Change the openers after publishing | Owners and admins |
Which rules apply
The rules depend on who is buying, who pays and the value. You answer a few questions, Tendergate shows the result, and it applies the matching deadline, opening and disclosure rules for you. The rules are fixed once the tender is published.
| Simple purchase | Regulated procedure | Listing (bids in EIS) | |
|---|---|---|---|
| Purchases | Private purchases with your own money; purchases by public authorities below the Public Procurement Law thresholds; funded purchases below the thresholds of Cabinet Regulation No. 104 | Funded purchases under Cabinet Regulation No. 104 (MK 104), from its thresholds | Procedures under the Public Procurement Law, including Article 9 and 9¹ procedures, and utilities procurements |
| Bids received | On Tendergate | On Tendergate | In EIS |
| Openers | You open the bids yourself, or two people together | Always two people together | None on Tendergate |
| Who reads the opened bids | Every member of your organization | Only openers and evaluators | None on Tendergate |
| Minimum deadline | None by law; Tendergate requires at least 24 hours and suggests 5 working days | 10 working days (15 for works) after the IUB publication | Set in EIS |
A listing shows the tender on Tendergate, lets you invite companies and links to EIS, where the bids are submitted.
Sealed or open bids
Sealed is the default. Each bidder's browser encrypts the files and prices before they are uploaded. Before the opening, nobody in your organization can see who has bid, or how many bids there are, not even a count.
For a private purchase with your own money you can choose How bids arrive: Open: see each bid as it arrives. Each bid then appears in your Bids list as soon as it is submitted. There is no opening and no signed receipt: the bidder gets a confirmation email. Bidders are told on the tender page, before they bid, that you see their bid at once.
How sealing works: bids are encrypted in the bidder's browser. The Tendergate app you work in holds no key that can open them. The keys are held by a separate sealing service, which releases the bids only after the deadline and only when the openers approve with their opening keys. Tendergate operates that sealing service, so someone with direct access to its keys could decrypt bids outside the app. Every opening through the app needs the openers' approval and is logged. The full explanation is public at tendergate.ai/sealed-submissions.
From draft to award
- Create. Open Workspaces → Buying → Start new work → Publish a new tender for a price quote, or click Publish tender in a procurement that has tender documents.
- Set up. Answer the questions about the rules, list the items, set the deadline and who can bid, and choose the openers. Each opener sets up an opening key once. See Publish a price quote and Publish a tender from a procurement.
- Publish. Review the summary and publish. A public tender appears on tendergate.ai/tenders, and companies whose profile matches it are notified.
- While it is open. Share the link, invite companies, answer questions and publish amendments. See Invitations, questions and amendments.
- After the deadline. The openers open the bids, and the opening record lists every bid. See Opening the bids.
- Award. Compare prices, record the award decision and notify the bidders. See Compare prices and award.
- Keep the record. Download the evidence package. Tendergate keeps the tender's records for the retention period the rules set.
