Publish tenders and receive bids on Tendergate
Procurement teams can now publish price quotes and tenders on Tendergate and receive the bids here. A price quote fits on one screen: items, deadline, publish. A full tender goes out with its documents and lots. Invite companies by email, answer each question once for all bidders, and publish numbered amendments. Bids are sealed until the deadline by default: each bid is encrypted on the bidder's computer, and the bidder gets a signed receipt. After the deadline your openers open all bids at once, you compare prices item by item and award, and every bidder gets the result. Publishing and bidding are free; AI actions, such as bid analysis, use credits. Rules and deadlines follow Latvian procurement law.

Connect an AI chat app that supports MCP to your organization. From the chat you can find tenders, ask about your procurements, bids and findings, create drafts, add documents and start supported AI work, such as a bid analysis or an RFP quality review. The work and its results stay in Tendergate. An owner or admin enables it under Connected apps in account settings. When you connect an app, you review the permissions it asks for and set a monthly credit allowance for the AI work it starts.
About MCPTender searches by email
Save a search on the public list of Latvian tenders and get an email each morning with the new open tenders that match it. The saved search keeps every filter, such as category, region, value and deadline, and you can open it any time from your organization's tender list. Every email has a link to stop the emails for that search. Saving a search needs a free account.
About the public tender listA quality check that reads your whole bid
The quality check in Compose bid now reads every document in the package in full, together with the tender files; before, it stopped partway through long documents. A document it could not read in full gets its own finding instead of passing silently. The check flags promises that contradict the tender, such as a shorter warranty or a price above the cap, quoting both sides, and files a document says are attached but the package does not contain. Signing and other steps only you can do are listed as manual steps before submitting.
About the quality checkPast bidders, winners and prices on Latvian tenders
The page of a Latvian tender now shows similar past tenders, from the same buyer and from other buyers, with every bidder, the winner and the bid prices, each price linked to the document it was read from. The new Bidders tab finds any company by name or registration number and shows its bids, win rate, the buyers and kinds of work it bids for, its recent bids and its head-to-head competitors. Buyer pages list their most frequent bidders and winners, and Your record vs the market shows your own bids next to the companies you most often bid against. Similar tenders go back to January 2025. For now, bid prices are read only for IT tenders published in IUB: software, IT services and computer equipment.
About bidder dataTwo-factor sign-in
Protect your account with a code from an authenticator app or with a passkey, and keep single-use backup codes in case you lose your device. A passkey also lets you sign in without a password. A device can be remembered for 30 days, and owners and admins can require two-factor sign-in for every member of the organization.

Start a bid straight from a tender. The tender passport shows the deadlines, value, evaluation method and other key facts, each linked to its source, so your team can decide go or no-go. Needs attention lists what could stop you from bidding or winning: requirements you cannot yet show you meet, certificates that expire too soon, differences between the notice and the documents, and harsh contract terms found by an AI review. Assign tasks, questions and decisions to colleagues; each person sees their own in My work. Every version of the bid is checked against the tender's requirements and compared with the previous check, and the version you submit is locked. The team gets email reminders before the questions and submission deadlines, and the Bids page shows every tender you are bidding on, through to the result.
About preparing a bidBid scores, calculated from the tender's own rules
Tendergate now calculates each bid's points from the scoring rules in the tender. AI reads the rules, and your team confirms each one before it counts. Points are worked out per lot, must-pass requirements and minimum scores are applied, and a click on any score shows how it was reached. Evaluators can override points, and every change is kept in the audit log. The bid comparison shows the ranking, and the Excel export adds a Scores sheet.
About bid scoresOnly approved documents reach the AI
Library documents now need approval before AI can use them. An owner, admin or library manager checks each file and its expiry date, and AI stops using a document once it expires. A certificate that expires before the submission deadline or during the contract shows up in the bid's Needs attention list.

Radar now ranks the 10 companies with the highest total published contract value in Latvian public procurement over the last 7 days, 30 days and 12 months, with the number of contracts behind each total. When several companies win a contract together, its value is split evenly between them.

Decide what makes a tender relevant to you: your services and CPV codes, keywords matched by meaning in any language, your own weighted criteria, thresholds and preferred countries. Each high-relevance tender is also checked against your company profile and Library documents, so you see whether you qualify before you open the documents. Star tenders to a shortlist or dismiss them with a reason. A procedure published in both IUB and TED now appears once, with its change history, and the daily email shows relevance, eligibility and the deadline.

Keep your annual procurement plan and upcoming pipeline in one register under Tools → Planning. Each plan line shows its threshold band and flags problems as you type, colleagues can request a procurement for you to accept, and once the plan is approved every later amendment waits for approval. A quarter roadmap shows what starts when, the plan exports to Excel in the EIS layout for Latvia or the CVP IS layout for Lithuania, and one click turns a plan line into a procurement or a market research run. An AI check reviews the whole plan for splitting, thresholds, lead times and missing fields. Works with Latvian, Estonian and Lithuanian rules, or the EU directive alone.

Compose RFP now starts with the key procurement design decisions. The agent asks its questions in rounds, each with its recommendation and sources, and you answer, defer the decision, or mark it not applicable. Drafting starts only when you approve the design. After the independent review of the drafted package, you can request changes to the whole package or to a single document.

From line items to market prices
Tendergate now reads the technical specification and lists every product and service the procurement is buying. Approve that list and the agent goes to the market: candidate suppliers with the comparable public contracts they have already won, and a price per item with the source, the basis for it, and whether the product actually meets your specification. Export the whole table to Excel.
A register of everyone who bids to you
Every bidder you add now becomes a supplier record you can open across procurements: its business-register entry, the eligibility checks from past analyses, and every bid it has made. Duplicate records can be merged, and the bid form offers existing suppliers as you type.

A second Academy quiz beside the Latvian Public Procurement Law: 30 questions on the OECD Recommendation on Public Procurement, in English, each answer explained and cited to the source text.
The AI assistant, rebuilt
Ask about a procurement in plain language and the AI assistant now works through the documents itself — searching for the wording, opening the file, reading around the match — instead of querying a fixed index. It varies its search when the first attempt comes up empty, which matters in Latvian and other heavily inflected languages, and every claim carries a numbered citation to the exact document it came from. Start a session to prepare your documents; once an analysis has read your scans, the assistant can answer from those too.
Tendergate now speaks German
The full interface is available in German alongside English and Latvian — switch with the language selector in the top bar. Analysis reports, research runs, and preparation checklists can be produced in German as well. Documentation remains available in English and Latvian.
The system tells you when it could not verify something
When the second-opinion agent cannot re-read the evidence behind a finding, an evaluation criterion value, or a requirement row, the item is now marked Not verified instead of being confirmed by default. Register screening results carry their own label rather than a verification checkmark, so a confirmed mark always means a document was actually re-read.
See how peers structured similar tenders
An RFP quality check can now show a Peer Insights tab: how other organizations that published comparable tenders set up their evaluation, requirements, and documents, placed side by side with your own. Every insight links to the source tender, flags how likely it is to apply to you, and can be dismissed. Peer Insights are advisory — they never change your quality recommendation. Coverage is currently strongest for Latvian tenders and grows as more published tenders are analyzed.
Automatic bidder screening against public registers
Bid analysis now includes an Eligibility & Capacity panel that automatically checks the bidder, its subcontractors, and its owners and board members against Latvian open-data registers — sanctions, insolvency, suspended activity, VAT status and tax debt — and raises a finding when an exclusion ground applies. Financial turnover, construction qualification class and certified specialists are matched to the bidder and shown alongside, so you no longer verify each register by hand.

Click any screened company or person to open its complete register record — status, address, beneficial owners, shareholders and board members — with a link straight to the original data.gov.lv dataset behind every data point.

Legal review in the right jurisdiction
Quality checks can now auto-detect and apply the national procurement rules for Estonia, Lithuania, Poland, and Germany, in addition to Latvia and the EU directive. Latvian reviews can also search published IUB complaint decisions and cite a relevant precedent when it directly supports a finding.

Daily feeds refresh every day, while snapshot-based feeds update as publishers release new data.
Reads Images, Charts & Scanned Documents
The analysis and RFP agents now read the actual content of images, charts, diagrams, scanned pages, stamps, and signatures using a vision model — instead of guessing from a file's name. Scanned documents and figures buried in pictures are analyzed on what they really contain, and blank or decorative images produce no invented findings.
Analysis in the Procurement's Language
Tendergate now detects the language of the RFP automatically and produces its findings, summaries, and Excel exports in that language — down to every cell value. A Latvian tender no longer comes back reviewed in English, and you can still pick a language manually.
