Under the OECD Recommendation on Public Procurement, where does the “public procurement cycle” begin and end?
- At the opening of bids, ending with the award decision.
- At the publication of the contract notice, ending when the contract is signed.
- At the approval of the budget, ending when the first payment is made.
- At needs assessment, running through competition and award to payment and contract management, plus any subsequent monitoring or auditing.
The Recommendation deliberately draws the cycle wider than the tender itself. That matters because most value-for-money and integrity failures happen outside the tender window — in a need that was framed badly before the notice went out, or in contract changes nobody managed after the award. A control framework that only covers notice-to-award leaves the two riskiest ends of the cycle unwatched.
